Stephen Brown
President
Stephen Brown brings more than 30 years of experience in the telecommunications industry, giving him a deep understanding of network infrastructure, engineering practices, and the operational demands of complex utility projects. For 15 of those years, he led Express-tek’s Engineering and OSP departments, guiding teams, shaping processes, and helping establish the high standards that continue to define the company’s work today. In 2024, Stephen stepped into the role of President, carrying forward the legacy of his father, Fred Brown, while bringing his own vision for long-term growth and service excellence. Throughout his career, he has overseen the planning, design, implementation, and management of everything from building laterals to large-scale fiber rings, supporting carriers, enterprises, and public-sector clients. He remains committed to expanding Express-tek’s capabilities, strengthening customer partnerships, and positioning the company for continued success in the years ahead.
Fred Brown
Executive Advisor
Fred Brown is the founder and majority owner of Express Technologies. In 2002, Fred founded Express Technologies Inc., often referred to as Express-tek. In this compacity he was able to contract directly to the many fiber providers, Data Centers and businesses to plan, design, permit and build fiber optic routes to meet their needs. Express-tek had had over twenty years of success with Fred at the helm. Today, with more than 50 years in the business, Fred continues to find joy in the evolving communications industry. He now serves as an advisor to the company, sharing a passion for the future of technology, including IoT, AI, and driverless vehicles—all powered by advancements in the field. He remains excited to see the industry grow through new ideas and a younger workforce, with much more still to come.
Jim Bruce
Vice President of Construction
With over 25 years in the low-voltage and systems integration industry, Jim Bruce leads the Construction Systems Integration division at Express-tek, managing the full lifecycle of low-voltage projects. His oversight includes structured cabling, telecom engineering, electronic security, fire alarm, paging and intercom, and audio-visual systems delivered in design-build formats. He ensures operational excellence across sales and marketing, project management, team performance, quality control, financial outcomes, and strategic growth. Jim’s career is marked by a proven ability to bridge technical expertise with executive leadership—driving Express-tek’s continued success in delivering reliable, integrated infrastructure systems.
George Prygocki
Vice President of Engineering
George Prygocki brings over 35 years of experience in the telecommunications industry to his role as Vice President of Engineering at Express Technologies. He leads the firm’s telecom division, guiding engineering operations, client relationships, and business development. George is focused on driving innovation and identifying strategic opportunities to expand Express-tek’s services across new markets and sectors. His leadership continues to shape the company’s growth and commitment to excellence.
Keith Ward
Vice President of OSP Construction & Relocation
Keith Ward brings over 45 years of experience in Aerial and Underground utility construction, specializing in the installation of fiber, copper, and coaxial networks. At Express-tek, Keith leads the design, implementation, and management of fiber optic builds for both public and private sector clients. His extensive field expertise, combined with a hands-on approach to project delivery, ensures that each build meets the highest standards of quality, safety, and performance. Keith’s leadership is key to delivering reliable, future-ready infrastructure across diverse markets.
David Brown
Director of OSP Construction and Relocation
David Brown joined Express-tek in 2009 as an Associate Engineer and advanced to Director of OSP and Relocation, partnering with fiber providers, county governments, data centers, campuses, and businesses while leading planning, design, permitting, and project management for building additions and large-scale network builds, and he is now transitioning into the aerial and underground utility construction side of the business where he looks forward to the challenges and opportunities ahead.
Chris Lewis
Director of Utility Consulting
Chris Lewis brings over 20 years of experience in the telecommunications industry to his role as Director of Utility Consulting. Starting his career as a CAD Drafter in 2005, Chris worked his way up through various positions, eventually serving as a Senior Project Manager before taking on his current leadership role. At Express-tek, Chris manages and oversees projects of all sizes, from multi-mile network designs to complex building tie-ins. He also leads initiatives to implement innovative software solutions that streamline design and engineering processes, ensuring efficiency and quality across every project. Outside of work, Chris is deeply involved in the King George community. He serves as the Head Baseball Coach at King George Middle School and is passionate about developing young athletes. Chris has been married to his wife for 18 years, and together they enjoy raising their two amazing kids.
Ross Ritenour
Director of Sales and Business Development
Ross Ritenour brings over 45 years of commercial electrical, telecom & energy management construction experience to Express-tek. His travels have taken him all over the United States constructing and managing electrical and low voltage projects from Retail to Healthcare to Transportation. He holds the Master Electrical License in VA, DC, MD, WVA, and NC along with several certifications for Express-tek. In 2007 he was tasked to build our ISP construction division until turning over operations to Jim Bruce in 2017. With over 15 years of service for Express-tek, he is focused on the expansion and growth of the company as Director of Business Development and Sales.

Joining Express-tek in 2010, Matt worked his way up to Director of Business Operations. Utilizing his skills in data analytics and his understanding of business processes, he ensures that all departments met the high standards set by ownership and that all initiatives align with the corporate vision.
Jennifer Marcum
Director of Administration
With over 20 years of bookkeeping experience and a Bachelors in Business Administration, Jennifer Marcum maintains the daily business operations at Express-tek as Director of Administration. Jennifer is knowledgeable and confident in not only the accounting functions but also the HR operations.
